Joe Zwiebel, the former owner and publisher of the Hartford Business Journal, is returning to Hartford to serve as development director for Hartford Promise.
Hartford Promise is a non-profit that provides college scholarships to Hartford students.
Most recently, Zwiebel was director of new product development for Business News, a publisher based in Perth, West Australia.
